An Ohio-based company that makes plastic drainage pipe is closing its plastic recycling facility in Waterloo. Cash dairy prices were mostly lower except butter Monday on the Chicago Mercantile Exchange.    Dry whey was unchanged at $0.57.  No sales were recorded.  Forty-pound cheese blocks were down $0.0150 at $1.65.
